Its more of an item for a 3 position weaver since then there will be a more important hero to time lapse, and the other cores can make up for your lack of damage.
The problem is pulling off a 3 position weaver, which can be hard since he is a weak offlaner because he requires a lot of farm to be effective.
A weaver without items is just some weak rightclicks and swarm.

On a hero with nearly permamnet haste and attack steriod that doesn not scale with atack speed, you just throw 1.8k gold away.
