I am glad you didn't listen to these guys about that bottle (600) it really delays your core, you have to be out of combat which you will rarely be because you tether so often.
You really do have the core items down, Basilius and Drums are the answer!

You're creating bad Io players. Bottle is useful for the same reason Urn of Shadows is the bonus being you don't have to get Arcane Boots for a mana source. With Relocate you can fill it as needed while giving your team runes.
Dagon is absolutely trash no matter how you try to justify it and I can't believe you're still pushing this. Io is a Support and as a support you should be providing the tools in your skillset (Heals through Tether, Global Presence through Relocate and Damage Boost/Reduction through Overcharge). Trying to create this magic carry build for Io is about as useful as a Crystal Maiden deciding she wants to go carry and builds Manta Style and other such items.
If you are going to get a Dagon, get it early to mid game, that thing will do only 30-40% of an enemy hero late game.
I do not recommend you go Aquilla just keep it as a Basilius that extra 485 is expensive, and you know how fast wisp farms -_-.
You should only get a level of overcharge if you are pushing by tethering with a siege unit early game.
My Rec Build:
Basilius [1]
Bracer [2] -> Drums [4]
Null Talisman [3] -> Dagon [5]
What Ever Core you need goes after that.
Dagon is not terrible for a Wisp, that Dagon cuts through chasers like butter.

I'd agree with Dagon for Wisp, if you want to provide good burst damage to get your carrys to kill faster.
