Sorry, but I don't like this build. You say that Tusk is a ganker/initiator and then you build him like a carry: there's no way to get items worth ~7000 gold in mid lane, if not staying there for 25-40 minutes thus losing the ganking phase.
If you plan on ganking while building those items you'll probably end up missing some ganks or dying when killing the enemy, both things that you could avoid with a Drum of Endurance, Medallion of Courage or even an Urn of Shadows (which I see you mentioned), items that really shine in mid game and give cheap and useful improvements to this Hero.
I'm not a Tusk player by myself, but I started to look for DotA matches and semi-competitive Dota 2 plays since last week: unless you play and communicate with friends against low-skill pubsters this is not going to work as good as it could.
I must admit anyway, Blink Dagger looks like a cool item for him and could work very well as an initiation tool: the bad thing about it is that you suggest it after the "core items", in my opinion you could get a lot more kills/assists by taking it before some of them.
