Ursa is an agility hero who benefits from his max HP due to his ultimate (r). He has the ability to snowball out of control, AKA the Ursa effect, and the benefit og being one of the few heroes who can solo Roshan at low level because of "Fury Swipes" his "e" ability.
Generall you want to start with basic healt generation as well *** stout shield to deal with some harass. A ring of protection provides precious stats and will later be turned into Vladimirs Offering. Get a pair of boots because it will provide good movement speed so you have a better time avoiding ganks or getting killed. When Vlads is finished and Roshan is killed you will then carry an aegis aswell as brown boots and Vlads. Upgrade your boots to phase becuase it gives you the movementspeed to chase down your opponents. Get a Blink Dagger ASAP to get those easy ganks. Also get a Diffusal Blade so you can purge of beneficial abilities to your opponents (windrun f.ex) or debuffs on yourself (slows). From nowon you have a variety of choises. Get a BKB to avoid those stuns or magic nukes, Heart of Tarrasque for more HP and therefore more damage on your ultimate or an Abyssal to stunlock your enemies and get a good amount of damage. Situational can be Eye of Skadi (provides slow effect), Satanic if you are REALLY rich, Boots of Travel for good mobility and or MKB/Butterfly for more overall damage.
Max "Fury Swipes" first to easy get that Roshan kill. Take a point in "Earth Shock" aswell at lvl 2 so you can potentionally get those kills/first blood. Then go to "Fury Swipes" again and take your ultimate at standard: 6,11 and 16. After "Fury Swipes" we will max "Overpower" as it has a brilliant synergy with "Fury Swipes". Last we max "Earth Shock"
In between ganks it could be usefull to clear the jungle for a bit extra farm. Because of this it could be good to get a quelling blade to optimise your time.
Ursa can easy go 1v1, but more enemies than that can be dangerous. Make sure you help all lanes when you have taken Roshan and create space for your other team mates. You do not want to be the main initiator, but you can if you have to. Good heroes with Ursa is people with stuns of slows that can hold your enemies in place, examples; Shadow Shaman, Lion and Enigma. A special mention should go out to IO who can give Ursa more surviveability and chase potention. Counters to Ursa are people with slows such as; Venomancer, Omniknight and QoP.
