So it seems you are looking for speed... Well, you've come to the right place. This build will help you make your Bloodseeker into what I call - The Speedseeker.
If you are wondering, "well then, how fast can this build make me?" I will give you the answer right now. With all your "must get items" you will maintain a movement speed of 405 without your passive ability 'Thirst'. That itself is pretty fast, but what if you get more money? (Which I usually do.) Then, you would buy the "if you get more money items" or luxury items in short. With all your "must get items" in addition to your luxury items, you will maintain a movement speed of 498. This is extremely fast as you are almost at max movement speed (for other heroes) - 522. However, this is without activating Shadow Blade. While Shadow Blade is active, you will maintain a movement speed of 584. This is incredibly high as you are now faster than the maximum speed. Haste runes will now be of no use to enemy heroes when they try to run away with it.
And remember, the movement speed of 405, 498, and 584 is all without putting in the variable of your passive ability 'Thirst'. With that, you can reach speeds of 600, 700, and even 800.
Here, let me explain why I chose the following items.
- Eul's Scepter of Divinity -
#1. More movement speed
*This item grants 40 movement speed. (Stackable, although I wouldn't recommend getting 6 of these.)
#2. You can combo this with your 2nd ability, 'Blood Rite'.
*First cast Eul's, then immediately afterwards, cast 'Blood Rite'. Because the tornado from Eul's lasts 2.5 seconds, and the time for the ring to deal its debuff and damage takes 3 seconds, the enemy hero will have a short 0.5 seconds to run out of the ring - which is nearly impossible. This gives you a burst damage of 290 (Eul's does 50 upon landing) which is nice for finishing off fleeing enemies/ taking down some health from enemies with full health.
#3. More mana and mana regen
*Because 'Blood Rite' has such a low cooldown at max level, 15 seconds, you can and probably will spam this ability. However, this may cause mana pool problems as Bloodseeker has a relatively small mana pool compared to other ability dependent heroes. Getting Eul's will solve this problem for the rest of the game.
- Boots of Travel -
#1. More movement speed
*This item grants 100 movement speed. (Does not stack with other boots)
#2. More inventory space.
*This item has the ability of a 'Town Portal Scroll'. Originally, you would need one 'Boots of Speed' and 1, 2, or 3 'Town Portal Scrolls'. This item is both of them combined and better. This grants more movement speed than 'Boots of Speed' - 55 more - and allows you to teleport not only to allied towers, but allied creeps too. Basically, you would require 2 slots before - now you only need one.
- Sange and Yasha -
#1. More movement speed
*This item grants 16% more movement speed. Buy this without any other movement speed boosting items and your movement speed will be increased by 46. BUT, buy this later on in the game while you at least have Eul's and Boots of Speed, you will gain 60 movement speed!
#2. Stat gain
*Although this build is aiming for speed, you still to have some punch. Agility and Strength gain allow you to survive in battle and kill enemies.
#3. Maim chance
*The maim chance from this ability is not needed, but is always nice to have. Attacking your opponent will have a 16% chance to slow them by 32%. With a normal hero with boots, this will reduce their movement speed by about 110. You would be able to easily chase them down after that happens.
- Silver Edge -
#1. Invisibility
*Escaping is made easier
#2. More movement speed while invisible
*This item grants 20% more movement speed while invisible. Buy this without any other movement speed boosting items and your movement speed will be increased by 58. BUT, buy this later on in the game while you at least have Eul's and Boots of Speed, you will gain 75 movement speed!
#3. More maim chance
*Main chance stacks meaning you will have a higher chance of maiming the enemy during battle.
#4. Damage reduction
*Attacking to end invisibility with this item will reduce all damage output from the enemy by 40%!
#5. Ability lockdown
*Attacking to end invisibility with this item will disable all passive abilities that enemy has for a few seconds. Counter Riki, Phantom Assassin, Tiny, Axe, and more
#6. Burst Damage
*Attacking to end invisibility with this item will deal 225 more damage
- ALL OTHER ITEMS -
All other items were added because you need some damage also. Drums of Endurance, ETC are not very good items in my opinion so I don't recommend building them.

- High movement speed
- Good disabling potential
- Good damage
- Good escape potential
- Good chase potential
- Good attack speed
- Good ganker
- Good assassin
- Good health for an assassin
Cons
- Squishy (not as much late game though)
- Multiple stuns will lead to your death
