moon glaive at level 1?
I can understand the idea of the build - If you stay in lane and just farm this works, especially as you will have insane dps - but practically it doesn't.
Any good player will notice you have level Moon Glaives and will know you don't have ulti or first skill and dive you. 1 disable on a softy like Luna - and you're screwed!!
... you should always max lucent beam by level 7 so it does maximum dmg on your ult *300*
your ult is super great, that even late game its still useful that you should have it to its fullest potential at all times i feel ... so i cant agree with the fact you have your first skill max at level 14...

Ignoring a whole slew of other item-related problems, not having Lucent Beam maxed by Level 7 is unacceptable.
