Rubick depends on the enemy heroes. Since he can steal only active spells take him only if enemies take heroes that don't depend on passive abilities (exception Bloodseeker).
Tango is good starting item for healing since at start you don't have a lot of HP. Magic stick is here in case you urgently need to heal yourself (if you get ganked and you are low on HP or mana to stun enemies with your first ability). And get iron branch for later upgrade to Magic Wand.
Rest of the items depend on your gameplay style, but Force staff is great base item if you need to retreat fast or if you want to steal some ulti.
Getting Void stone as soon as possible from secret shop is wanted since some of the enemy abilities might take a lot of mana.
I recommend you to get Tranquil boots since rubick has ability to stun, so he has to be fast to get into team fight. It is also useful if you are mid against harassing since it provides relatively fast HP regeneration. You might later even get Soul Ring so that you can turn all that HP into mana.
Blink dagger is another nice item for Rubick. You can safely steal enemy spell by hiding in the woods and waiting for an enemy to use ultimate ability.
Linken's sphere is great item since it can disable one enemy spell every 17 seconds which is great in case an enemy uses ult on you and you can steal it without and problem since you aren't dead or stunned.
Scepter is another great item, not only that you can steal spell every 5 seconds (instead of 12), but it also upgrades stolen spells.
