You don't need the quelling blade because you can obtain easy last hits with Stifling Dagger. Mask of Madness is a really terrible item on Phantom Assassin. You're already extra squishy and increasing the damage you take by 30% will make you easy to kill with just a stun and some autoattacks, not to mention Laguna Blade which goes through BKB with a scepter. You also have five points in Blur.
