Through a process of divination, children are selected for upbringing by the Sisters of the Veil, an order that considers assassination a sacred part of the natural order. The Veiled Sisters identify targets through meditation and oracular utterances. They accept no contracts, and never seem to pursue targets for political or mercenary reasons. Their killings bear no relation to any recognizable agenda, and can seem to be completely random: A figure of great power is no more likely to be eliminated than a peasant or a well digger. Whatever pattern the killings may contain, it is known only to them. They treat their victims as sacrifices, and death at their hand is considered an honor. Raised with no identity except that of their order, any Phantom Assassin can take the place of any other; their number is not known. Perhaps there are many, perhaps there are few. Nothing is known of what lies under the Phantom Veil. Except that this one, from time to time, when none are near enough to hear, is known to stir her veils with the forbidden whisper of her own name: Mortred.
Pros:
[*] Can Farm Safely on Lanes
[*] Has the best critical strike on the game
[*] Has a great Evasion
Cons:
[*] VERY Item dependent
[*] Can Easily Harassed by enemies on lvl 5 down
[*] Using Phantom Strike as an Escape is tough (Need something Nearby, Creep or an Allied Hero)
Starting Items
Start with a set of healing items (Healing Salve, Tangos), three Iron Branches, and a stout shield for survivability and stats
Early Game
Now Upgrade your Stout shield into a Poor Man's Shield for survivability.Upgrade your Iron Branches into a Magic wand to get some mana and health.Then buy a Power Threads for some stats and movement speed.And Buy a Perseverance for some mana regen and to prepare your Battle Fury which is your core item.
Core Items
Now you wanna get Helm of the Dominator for some lifesteal.then a Battle Fury for the cleave (note that the cleave stacks with your Coup de Grace) making you farm easily on ancient creeps.Then get a Black King Bar to get rid of magic damage or Blade Mail users (PA's weakness).And last of all a Skull Basher for some killing help.
Now if you finished the core items you can easily kill enemies but make sure you'd upgrade the Skull Basher and Dominator. Now it's time for some Luxury Items just choose what you need in

Luxury Items
Assault Cuirass - Grants you armor and decreases the armor of enemies nearby.
Eye of Skadi - +25 to all tributes,+250 to Mana and Health,and slows the Enemies when you attack them.
Monkey King Bar - +66 Damage, +15 attack speed, and grants 35% for mini-bash
Moon Shard - +120 attack speed, and grants 250 bonus night vision
Manta Style - Creates 2 illusions which has your Coup De Grace
Heart of Tarrasque - Instantly Heals you
Now PA is a very harmful Hero on Dota 2 but there are some counter that you want to NOT DEAL WITH
1.High Damages like Huskar and other Heroes
2.Blade Mail which is the main weakness of PA
but as long you have your Black King Bar there's no effect
you'll get for Blade Mail Users
3.High Damage Hero like Huskar who has a Monkey King Bar
