Sniper works on offlane because of his amazing spell Sharpnel. This spell makes him farm + push towers + harras at same time for a long duration, works best versus melee carries like PA or AM.
But be ware if enemy pick one of the following heroes:
BANE, DISRUPTOR or TUSK. Any long range stun/slow/disable will make it hard for you, but for example vs LION you will have a big advantage.
