Leviathan is a tanky initiator. He is largely a walking ultimate. Beyond this, it is possible to have him do some decent dps with high attack speed and anchor smash or to have him try to get a refresher and enough mana to double-ult. In the first case, Tide is trying to either deal additional damage or get some heat off his team with the threat of additional damage; in the latter he's trying to end clashes without any decent chance for the other team to fight back.
Don't buy Stout Shield, Vanguard, etc. They don't stack with Kraken Shell's block. Remember that as long as you have more than 600 life, you can tank lots of disables and still have a good chance to walk in and use your ult.
