Viper is built to dominate the lane early game, and secure an advantage over the opponent. If you are not winning your lane, things are not going to go well. Rely on your poison and slow to harass. Also remember that while viper has slow, he does not have stun, so always be sure to have a hero with a stun with you when ganking so the enemy cant just tp away.
