Especially if you are getting an Aghanims Scepter, you dont need Arcane Boots at all. Phase Boots, or Power Treads. imo

You need power treads, not mana boots. Helm of the dominator should be your first buy to acquire Troll Net neutrals to combo with your meteor / random secondary spell.

You also need to max exort..... not Wex for alacrity builds. Alacrity build is actually just a normal exort build. Max exort, 1 point quas and secondary wex.

So Helm of dominator - Power treads - Sheep stick is your best bet.
