Just to ask, why do you think Maelstrom won't work on tiny?
Maelstrom is gives +25 attack speed which is pretty little for Tiny in a Grow!-ed form. To increase the chance of Chain Lightning, you need to attack more, which also means faster the better.
That's actually not true: Tiny has been used as a carry in competitive matches sometimes, and the famous Drum of Endurance + Yasha build (popular on Heroes like Gyrocopter, Luna, Shadow Fiend and Bounty Hunter but even working on STR Heroes like Chaos Knight) is a good choice for two simple reasons: first, you combine two extremely cost-effective items; secondly, Yasha gives you almost max movement speed when your ultimate is maxed-out and a bit of armor and attack speed that never hurt.
Building a full Manta Style is almost always redundant, but it's considered after Aghanim's Scepter if you need to dispell some debuffs ( Shadow Strike, Burning Spear, Soul Catcher...).
Okay, maybe I spoke too fast. Tiny can be used as a carry. (My mistake) But, point is I don't think getting Manta is good on Tiny. Furhtermore, he is getting Grow! every chance he gets. If he gets Manta Style at let's say, level 14, the images will still attack darn slow and I think anybody can kill them fast enough.
Is Tiny a carry? No. [...] Is Tiny an agility hero? No. Now, this will kill any use of Manta Style.

Rushing Aghanim's Scepter with only Power Treads is plain suicide and near-impossible. Well, unless you want to Avalanche + Toss in jungle. You need Arcane Boots to stun and nuke more. Getting Maelstrom for Tiny will not work at all, especially if when your Grow! exceeds level 1. Manta Style...
