2 stout shields is the old jungle item meta, still viable but a **** idea if your laning. You do get battle hunger a little earlier but I do agree with you that its not a great early skill. Battle hunger can be maxed first but "should" nope nope its stupid to have unflexible builds. Every skill build should be adapted to your situation. For example up against 2 high damage squishy heroes that you can't get close 2 battle hunger could be good, but lower damage heroes call is far better. And as all ways helix is awesome
Battle Hunger is a good skill, but in my game I often never use that skill. It is really nasty to the enemy team because not many people actually know how to end it.
imo, you should be maxing Battle Hunger first as it allows you to harass the enemy heroes and also does good damage if the full duration is applied.
2 Stout Shields are not a good idea. You can spend 250 gold on other items at the start such as another set of Tangos or a Healing Salve as tanking the damage from their creep wave will put you in a bad situation if the enemy heroes know what they are doing,
I am sorry for my messy guide, I am not that good at making these, I just wanted to share my ways of playing Axe.
To the guy with the Razor avatar, I don't like the new Tranquil Boots, because you are going to hit, and being hit a lot, tranquil will be a waste. I like getting Arcane Boots then go straight for Blink.
Because my style is taking as much damage as possible, so I started off with 2 stout shield, and if I get into any hairy situation, I could always get my salve from the shop and have the courier get it for me.
Don't use those images please, they make the guide looks messy. You should do it like this: Axe, Blink Dagger. The code for this is to put the name of an item/hero inside a double bracket. It looks better and it makes it more readable.

It increases the proc chance, but I don't think it is worth it anyway

And again, why Vanguard first ? I always go Tranquil Boots then straight up Blink Dagger
