By not stacking I meant they are not cumulative nor multiplicative.But in a way,you are right.Still I believe that you would be better off just starting with more regen,but then again,might be just personal preference.
I understand you, I prefer starting with three regen items too. Plus, getting Observer Wards when your team should have two (or at least one) support which has a lot of spare cash isn't the best thing to do in my opinion: I usually go for a Stout Shield, Iron Branch and spend the rest of my money into regen.
As far as I know, they do "stack": when the Shield procs you get the 20 damage block, when it doesn't proc you get the 7 or 14 damage reduction from the Shell. After you put a level 3 into Kraken Shell, the Stout Shield becomes redundant as you would block more damage (21) without it.

Why are you getting a Stout Shield and maxing out Kraken Shell when going on the long lane?They don't stack with each other.The rest is good.

Fix your skill build 2 (need 4 points in anchor smash and kraken by level 25). Also you should mention ghost scepter (avoid physical dps) and Eul's to purge silence. Otherwise its a decent guide.

They stack, in a way, similar to the way UAMs pair with Mael/Mjollnir
Kraken shell will proc on every hit except the ones that Stout does, so it's worth it until level 3 kraken.
