Actually, laning with LS is becoming common now, although he is a good jumgler, he can as you say, dominate on a lane too.

Laning LS works well with disables and stuns. His natural base damage is fairly high and with his Open Wounds, getting first blood can be done. Especially if your enemy overpush.

A small note, if you have awesome last hitting skills, you can get Midas faster than jungling
