Laning Phase

Get into your off-lane quickly so that you're able to use level one cogs to trap the creep wave for five seconds, it won't matter too much if you miss one or two creeps as they'll get focused wave one and your lane will naturally be pushed to your tower.

For the first few waves you want to make the most use out of your extra regen, tango up then go in for last hits/denies so you come out with a good trade, it is vital that you stay above half health in lane as your escapes won't amount to much early game, especially when you're going to be a bit more aggressive than what an off-lane usually does.

If your opponent is insistent on pulling, get level two flare and steal away some last hits from the support, this will give you both gold and leverage in your lane as it will be push back to your tower because of the likely double-wave. Around this point you want your level two cogs, this is where you start to be aggressive.

Run deep into the wave and cog, if you're lucky you'll trap away last hits from melee carries, drain his health/mana and guarantee yourself some last hits. The mana cost for your cogs is an amazingly low 60 at level 2 so it won't be much of a problem as the last hits you guarantee yourself will go straight towards your sage's mask and if possible a soul ring recipe.

By this point you should be constantly using your soul-ring for cogs/flare so that their carry will have no mana/exp/gold and their support won't have enough mana to pull off a combo to 2v1 you - If this is the case and you have not died more than once then congratulations, you've won the lane.

Mid-Game & Late-Game

You are going to die. You are going to get focused down. You are the initiator.

Mid-game and late-game are entirely situational so it's hard to explain, just build the items suggested and make tweaks to accommodate YOUR game. I'll probably go into some kind of detail here after I've had a few more games/criticism.

Why no Vanguard or Blade Mail?

Vanguard does not transition well to late-game and merely delays your core items on clock, I'm sure some builds find it viable but this build is all about the stats you get from the obscure items.

Blade Mail is pretty damn appropriate for clockwerk considering the focuse he gets, but as with Vanguard it doesn't provide enough stats to go with the build. You can get the safe stats to a degree from Phase boots.
