Ofc I mean early game, if you can hook solo enemies like pudge you will always defeat them with lvl 4 Battery Assault, 3 seconds of longer cage will do nothing until you get some items like Blade Mail, or you are running with friends. But I don't like to rely on others, so I always max Q just after E.

The longer cog's may keep them in place for a longer period of time, but early game when your health pool is much lower trapping yourself in with an enemy is more dangerous. Yes you can kill one of the cogs and run away but the early game mini stun and damage from BA is more reliable when ganking or chasing because of the reduced cooldown, increased damage, and mobility when running around like a madman in a group of 3 enemies.
