The problem with requiring a comment to vote is:
1. It discourages people from voting in the first place.
2. If they did vote, they would most likely leave comments such as "good guide +1". or "bad guide -1".
So the tradeoff is less votes in exchange for accountability

This has been brought up before and ultimately this is a model that DOTAFire nor any other sites on the MOBAFire network are willing to undertake, people are going to downvote if they want to and that wont change even if staff implemented a comment requirement.
The only way to avoid downvotes is to increase the quality of your guide and strive to make it the best.
Things you can do to improve your guide:
haha that's exactly what I did to improve my guide and it got a downvote instead. There was a rash of downvotes about 4 months ago for no reason. All the top guides were bumped off excepting few and about 5 guides were immediately bumped up at the exact same time which is why I asked Atlas at the time for the Comment requirement because we all knew what was happening. Oh wellz.
Y Downvote without the reason why? I asked Atlas this a long time ago, to put that if you downvote a guide you have to make a comment.
