I feel like that's a wonky skill build. I see no reason not to grab MM at level 1 in case an opponent gets careless in your lane (assuming you're playing semi-support). Rank 1 Command Aura at level 1 just seems kind of pointless, it's something like 4-6 damage for you and nearby allies over a ranged stun that does exponentially more damage.
