No, the fact that neither one of his disables are hard CC makes him a bad support. He has a 600 attack range and 315 movement speed, out-harrassing is exceptionally easy for him. But the fact that he has no intimidation in-lane as a support is why he's not a well-tiered dual lane support. He is in fact very influential as a tri-lane support.
The armor issue is easily fixed with proper item selection either way.
Actually he has quite a potential as a tri-lane support and can pass for a dual lane support. Unfortunately this specific guide has a poor item and skill build. A proper Skywrath support will have early Ancient Seal and a Mek.
I would add Urn or Mek to the build. Ring of Basilius imho is a waste as you should probably be saving for Arcanes asap and getting flying courier before the 5 main mark. Other then that it's pretty solid though obviously if you are lone support you'll probably never get past arcanes and Atos. As you'll need to get wards and TP's.
i am unsure if you actually meant to say that you should level concussive shot at 2,3,5 and 7 but the skill build you have listed at the top and the skill build you have written out do not match
Yes they are thanks for telling me I have fixed that now.
Skywrath can be played support or carry/nuker, kind of like nyx in a way, but skywrath is a far stronger mid than a support (it still is viable though)
I think you need to max arcane bolt first, even if you dont build much int the lowered cooldown helps out tons early and late damage. concussive is fine left lvl 1 until late game cause the slow and range stay the same. But other than that, nice guide :D

low armor makes him bad support

Skywrath Mage is best as a nuking/ganker/support.

Arcane bolt and concussive shot are mixed up in the skill build :P
upon reading your guide I think you might be getting arcane bolt and concussive shot mixed up alot lol
