I prefer going stats after maxing weavers W and E, with MAYBE one point in the swarm. It just wont help as much as more mana, health, armor and attack speed.
Also, Monkey King is insanely good for weaver, it is the most damage efficient item per gold. With free attack speed on his E, you want flat damage items as much as possible which is why I would also suggest removing manta style for him. Its a good item, it just does not synergise with weavers playstle.
I actually plan to go through and completely revamp this guide to be on par with my Viper guide. I've been trying to do research on Weaver, but I've been away for a few days and am just now able to get started. I planned to add a second build that completely forgoes his Swarm other than one point in it after you max W and E.
As for Manta, it fits in a bit more than what you make it sound, and it is my preferred item due to its overall usefulness on any agility carry. There are better items, and I plan to go through it all when I revamp the guide. The first build seen though is my own personal build, which I put up partly as an experiment (to learn this site's way of making guides) and to go ahead and put my personal build out. I'll actually go through and add this note at the top in the guide.
