Maybe instead of flood dealing damage it allows his skills to be used anywhere? I'd also recommend a skill that doesn't require the river to function, otherwise if you get attack whilst farming there's not a lot you can do :s

Well, I try to balance him like that, because he's practically unkillable in the river, and with flood, he can do 400 damage from flood, the another 400 from conch horn, and 750 DoT from Disturbing Waves. I think Spinnaker would go mid, because the river is close enough so that you can last-hit and get exp without leaving the river...
