To answer your question, yea the idea was to boost damage of all these abilities, no matter what type of damage it is (phys. magic, pure).
Just imagine like +20% of damage increase like bloodseeker´s first skill does now.
About cost of item, yea 9K is too much.. would be better to come up with somethin for 3k top.
For such a price it would be considerable good damage boost for skill oriented heroes, but less atractive for pure autoattackers.
