Item Suggestion: Orb Of Frost + Blitzkreig

Hello everyone! This is my first post. I just came with an item idea and I would like to share it with you.

ORB OF FROST:
Your attacks slows the targets MS and AS by 8% for 4 seconds. In addition gives 9 DMG. Your hits doesn't stack, only refreshes the duration time.

This item is Attack Modifier and does not stack with other Attack Modifiers

Cost: 310 gold.
Info: This can be bought both in base and in side shop.

Item Stats:40 DMG
15 Stength
Slows Target MS and AS by 10% for 5 seconds. Refreshes duration on hit.
Gives 10% chance to CRYSTALLIZE target for 3 seconds every 10 second.

This item is Attack Modifier and does not stack with other Attack Modifiers

CRYSTALLIZE: Disables target for 3 second by crystallizing enemy. Crystallized target cannot attack, move or cast spell. In addition its passives are silenced during that duration. If enemy is crystallized, slow effects from BLITZKREIG is removed from the target.

Additional Info: This item could be replaced as a recipe item for Eye Of Skadi, instead of Orb Of Venom. The reason why I came with this idea was that, in most of the late games, "hard" heroes like Phantom Assassin, Wraith King etc. becomes insurmountable enemy. Therefore I thought that a stopping item like this would come in handy. Since the crystallization can stop their passives, BLUR and REINCARNATION would be silenced. Remember the stats can be changed, focus on idea rather than numbers.

15% chance to HARD DISABLE a target for 5 seconds.... Completely OP.
Its like a steroid version of Abyssal Blade

And there are items to counter carries like PA

As mentioned above, Abyssal Blade, Scythe of Vyse etc. Correct me if im wrong, but Hex disables passive.
Just some reminders.

As I said stats, duration can be changed. It can be more nerfed, since this is my first post I may have exaggerated the stats. But buying those items requires very much money. Maybe I could nerf it like "15% or 10% chance to cristallize target every 12 seconds for 3 seconds" the other stats are again the same. Besides, considering it as bash effect that does not stack with other bash effects.
So it does not stack with
= skull basher, abyysal, voids basher, spirit breakers bash, slardar etc.
Having one of these items or skills silences the Blitzkreig.
