Broken Dota 2 matchmaking?

I myself am not a high ranking amazing Dota 2 star. But, I do have around 800 games total and I expect to be matched with people in a similar ranking. I have repeatedly been matched up with people that have not even a hundred games logged. I am not an amazing player but I feel this is a bit unreasonable. I've started having scout people out very quickly in loading screen to make sure they won't throw my game completely. I really don't understand why this is happening. :/

There was comments in the latest patch notes about glitches in the MM system, which they supposedly fixed. So maybe it will work better now.
