- He's an agility hero with a higher strength gain (2.9) than primary stat (2.1)
- He has a no-longer-UAM in Fury Swipes
- He has brief burst of massive attack speed in Overpower
- His health pool can feed into his damage output through Enrage
This gives him some really interesting interactions between his strength/agility balance and he's the only hero I can think of who can get moar damage from a Health Booster?
Working out any damage output on Ursa is very difficult - attack speed always complicates things, and his changes anyway due to Overpower. Add to that the unpredictability of how much extra damage Enrage offers...a full HP Ursa can do waaay more damage than one with low HP, right?
Once he has level 2 Enrage he actually gets more damage benefit out of strength items than strength heroes do, assuming he's healthy.
1 strength = 1 damage
1 strength = 19 hp
0.05 x 19 = 0.95 damage
0.06 x 19 = 1.14 damage
0.07 x 19 = 1.33 damage
Obviously this damage is NOT reliable - Enrage isn't active all the time, and the strength hero bonus damage isn't reliant on their HP pool being high. Still, it's an interest concept that Ursa gets such a lot of damage from both Strength and Agi stats, as well as HP pool items.
Ok, so lets start with the basics, levels and no items or abilities added in:
As you can see, that ult bonus scales up really nicely, assuming you have full HP of course. Next up we can add in some benefits from Fury Swipes and Overpower.
Fury Swipes adds a set amount of extra damage to each subsequent hit on the same target, which lets him jungle effectively, roshan early, and gives him considerable burst damage with Overpower. For example, at level 11 we might have both skills maxed, with no items:
88 base damage + 30 x 6
88 x 6 = 528
30 x 6 = 180
= 708
So Fury Swipes gives us roughly a 30% damage boost at this point. This is stronger in the early game, and less so later on. Enrage would give us about 60 extra damage per hit assuming a pretty healthy carebear at this point.
So lets consider some items at this point:
Black King Bar = 24 damage and 190 HP (x0.06 = 11 dam) = 35 damage at full life
Sange and Yasha = 16 damage + 16 agility damage + 304 HP (x0.06 = 18 dam) = 50 damage (+32 A/S)
Heaven's Halberd = 25 damage + 380 HP (x0.06 = 23 dam) = 48 damage
Skull Basher = 40 damage + 114 hp (x0.06 = 7 dam) = 47 damage
Desolator = 60 damage + 7 Armour Reduction
Obviously the item passives/actives are quite different, but it's still quite interesting seeing how the relative damages stack up in unconventional ways.
Lets look at a few more at level 16 with bigger items:
Heart of Tarrasque = 300 HP + 760 HP = 1060 HP (x0.07 = 74 dam) = 74 damage
Satantic = 20 damage + 475 HP (x0.07 = 33 dam) = 53 damage
Bloodstone (just for giggles) = 10 damage + 500 HP (x0.07 = 35 dam) = 45 damage
Eye of Skadi = 25 + 675 HP (x0.07 = 47 dam) = 72 damage (+ 25 AS)
Obviously these values are dependent on your current HP - as you get hurt you'll inflict less damage, but you can also hopefully see how much of a boost some of these items can provide.
Ok lets have a look at some usual builds and see what kind of damage return we get:
Level 16 Ursa = 98 base damage + 92 Enrage damage (1318 HP) + 30 Fury Swipes damage
= 220 damage per hit at full HP:
Phase Boots + Black King Bar + Blink Dagger + Skull Basher gives us another 24 + 24 + 40 raw damage = 88 damage, plus another 21 from strength gains at full HP.
Total: 329 damage
Phase Boots + Sange and Yasha + Blink Dagger + Skull Basher gives us 24 + 32 + 40 damage = 96 raw damage, plus another 29 from strength gain at full HP.
Total: 345 damage
Ok so we don't see massive differences here, and active abilities on your items are always probably going to be more important than just the raw stats/damage, however, it is worth bearing (hohoho) in mind that strength/HP items can have quite a big impact on your damage output - a whopping 74 for a HoT, more than the 40 a strength hero would get!
However, the key take-away from this exercize is just how important it is to have lifesteal on Ursa, and that keeping your HP pool as high as possible has quite a considerable effect on your fighting ability - potentially as high as 300 or more (!) extra damage from Enrage at max level / 6 slotted.

Anyway, yeah, you're right, Xyrus really needs his dose of DotaMath.
Still, I think the "standard" items for him still make sense. Good to know on the Fury Swipes though.
30 + (30 x 2) + (30 x 3) + (30 x 4) + (30 x 5) + (30 x 6) = 630 damage
...which is why Ursa can wreck roshan in the first place.

Hm... actually it is more like this:
30 + (30 x 2) + (30 x 3) + (30 x 4) + (30 x 5) = 450 damage
Since the first hit only applies the stack.
