Hey everyone, I'm here to bring you my 4th hero idea. He is a magic caster that relies on crowd control to set up his nasty ultimate.

Neptune throws his muddy bubble at his target. This deals initial damage, and if the hero stays within an area for a certain amount of time, the bubble pops, dealing additional damage in an Aoe.
W: Kelp Forest
Neptune summons a kelp forest at a target Aoe. The forest slows and deals DPS. If a muddy bubble pops withing the Aoe of the kelp forest, the kelp forest duration is reset.
E: Learning Tides: Passive
Neptune learns the way of his enemies as he slaughters them. For each enemy killed in an Aoe around neptune, or an enemy that he has killed, he gains bonus movespeed, and an aura that decreases magic resistance. Movespeed not included in aura
