- Damage reduction for Mata : 6/12/18/24%
[MAGICAL DAMAGE] (Passive)
Sight of Dread :
Mata's enemies feel crushed in his sight. Granting him a chance to do extra damages and stun his enemies in fear. The slow effect is doubled during night.
Mata looks into his target's eyes with his feared Red Eye to immobilize the target in place.
If Mata dies while channeling, a debuff will be applied on EVERY entities (enemies/allies/wards/etc...) in a 400/600/800 (day) and 800/1200/1600 (night) AoE.
Debuff : Reduces vision by : 1000 (day & night) for 2.5/3.0/3.5 seconds.
While channeling, Mata forgot to keep an eye on himself (lol), it means that he takes 50/40/30% (40/30/20%*) damages amplification from all types.
Cast range : 400/550/700 (800/1250/1700)
Cast time : 1.25
Channel duration : 5.0/6.0/7.0
Vision reduced per second : 160/133/114 (360/300/257 during night)
Vision reduced per tick : 80/33/14 (180/75/32 during night)
Cooldown : 100/80/60 - Mana Cost : 200/300/400
His red eye is the feared one.
Notes:
- While Mata is channeling, the target is stunned, he takes 10/15/20% of damage amplification from pure/magical/physical damage, and has his vision reduced for the duration by 800 during day and 1800 during night (blinded).
- Ticks : 0.5/0.25/0.125 (10/24/56)
- Doesn't go trough magic immunity.
- Blocked by Linken's Sphere.
- If the target is purged, Red Eye will be canceled.
- If the target is teleported/pushed/hooked/etc... away from Mata's vision (800/1800, it will be cancelled even if he can see his target with Thirst., Red Eye will be canceled.
- Can't target enemies in the fog ( Thirst).
- Aghanim's Scepter Upgrade :
Channel duration : 6.0/7.0/8.0
Vision reduced per second : 133/114/100 (300/257/225 during night)
Vision reduced per tick : 33/14/6 (75/32/14 during night)
Damae amplification : 15/20/25%
Ticks : 0.25/0.125/0.0625 (24/56/128)

Let me know what do you think about him, tell me if you want to nerf/explain/buff/removes/add something.
I don't really know if he's op or not, I should say no, because he's SQUISHY as hell ! :D
Also, if something is wrong in the hero abilities, tell me what's the problem, I have to know if an ability is really op (like Essence Shift) or not (like Spell Resistance).
