Hyperstone + Hyperstone + Poor Man's Shield
(Total Cost: 4750)

Gives:
(Passive)
+16 Agility
+100 Attack Speed

(Active)
Reduces all incoming physical and magical damage by 25% for 4 seconds + 1 second per charge remaining. Begins with 4 charges.
Cooldown: 50

Items don't return reduced stats as this do (2x Hyperstone is 110 as not 100) as far as I know, also I don't like actives but overall item seem balanced for me.

Well, the item as a whole does grant the same amount of attack speed as the sum of its parts (6 from Poor Man's Shield agility, 110 from x2 Hyperstone is 116, the same as what this item grants). The Assault Cuirass does the same thing, where it still gives the same total bonus, but part of it is from the aura instead of the passive.

Anyway, I'm glad you find it balanced; I was concerned that the damage reduction might be too good on an item like this. :/

Maybe the damage reduction should go up the lower the amount of charges you have left so that it kinda works the same as BKB(lasts 1 sec. less per use, but cooldown reduced by 5 sec. per use). Will that be okay?
