Drow is not even in the CM pool yet. She was just added to CM pool for pub games last week, and she'll be in CM pool for tournament games as of this week.
As for Drow's impact on meta, why play Drow when you can Gyrocopter, or Lone Druid, or PL, or Naix, or AM, Morphling etc etc. Drow doesn't have an escape, she does not have AoE impact, she does not have any sort of survivability, she does not have good pushing power, she cannot easily initiate.
3/4 of her skills are somewhat useless past 40min. Only the silence is worth something.
Drow is alright and not useless; such as huskar. But as PeachFuzz said, there are better alternatives for her role. Because all she really has is a slow and silence. She has no utility (as a carry) besides those two, besides damage. Shes not the worst carry, but as for now, she's just a pub stomper.
Drow played properly can be a huge asset. Melting a 3-4k hp tank from afar is invaluable, unless of course you rather sit and go blow for blow while the other team runs to their aid ganking you.
Trying to blanket statement any hero in this game without taking into consideration the skill of the player handling it, is equivalent to mental midgetry. I assert any hero that has been mastered by a player can have a massive effect on any game/match.

OP was talking about competitive Drow, not pub games. We know how a lot of pros have mastered Invoker like Ferrari and Dendi. But Invoker is no longer viable in competitive Dota, well mid anyways, I know iceiceice tried to safelane him. The hero is no longer viable because 1)rune control is ever more important and 2)his base damage sucks. Mastery of hero and impact of hero are not very relevant for bad heroes.
there was a drow pick in the east qualifiers. they had only ranged heroes and drow maxed trueshot aura, silence and marksmanship. not a single point in frost arrows though. and they lost. were not doing really bad.

You could even watch this in the spectator client
My lone druid starting items are 12 Iron wood branches, 6 for the hero and 6 for the bear. Even if the bear does not get stats more twigs are OP on any hero.
