PASSIVE
+3 to all atributes.
32% bonus attack damage against non-hero units if wielder is melee, +12% bonus attack damage against non-hero units if wielder is ranged.
Gives a 60% chance to block 20 damage if the wielder is melee, or a 60% chance to block 10 damage if the wielder is ranged.
ACTIVE
Tango Storage: You may storage your Ancient Tango of Essifation within your Ironwood Scouting Badge. Everytime you purchase Tangos, they'll be directly storaged in your Ironwood Scouting Badge - you may also drag any tango storaged in your inventory to your Ironwood Scouting Badge. The amount of charges you possess will be shown by the item's icon, as usual.
Tango Use:Through your Ironwood Scouting Badge you may use your Ancient Tango of Essifation regularly, just as you're used to (by eating a tree). But Tangos spent through your Ironwood Scouting Badge will heal 155 HPs over 12 seconds (instead of 115 HPs over 16 seconds), becoming far more effective and useful.
Tree Chop: When empty (without any Tangos within), your Ironwood Scouting Badge will still be able to chop trees, as your Quelling Blade once did. Using the empty Badge to chop a tree will trigger a 5 seconds cooldown.
MY INTERPRETATION
The Ironwood Scouting Badge was designed be an early item, useful to both melee and ranged heroes (more specifically to melee heroes, though), regardless of its primary attribute. As it merges two useful (and often seen) early items, and grants you a benefit of +3 to all attributes, all in a single slot, you can easily mark one of its PROs. Also, within the Badge, your Tangos will become quite more effective (healing more HPs, and healing faster), and it may provide you with another early game decent healing option.
It was designed to be a cheap and useful forehand item, easy and quick to be made and decent to be used.. that eventually, you'll naturally discard.
Would certainly serve many, dozens surely, many dozens of heroes.
Also, it wouldn't steal neither Poor Man's Shield's or Vanguard's thunder.. still a better choice for those heroes that currently go for them.
Also, it'd be a fresh upgrade to the Quelling Blade, that currently has none.
..and perhaps, to give Tangos a second chance. )))

Please tell me what you think about this idea! It didn't take much brainstorming to think of it, but still, give me feedback!
Also, before you go, please suggest better names! I couldn't think of a name for this item, so I decided to just mix all the items up.
I like it. It would save some save some inventory space early game. Having two active ability vary depending on what's present in your inventory is unique, and perhaps could be finicky. Overall though, it's looks very cool and useful! :)

The two actives seem a little buggy and if you are going to make it an upgrade, I think you could increase block chance. An idea I have for this is to use a tango in the recipe instead of gg branches and make the active a tango charge that you can use every 40-50 seconds and if you dont have a charge, it just cuts a tree. Besides that, I really like this idea.
Too much inventory space for the buildup, imo, but the idea is good. Also, the active is odd. It's like a buildup of all common starting/laning items, but it will still be useless later on.
Interesting... dual actives, im curious how that would work, though if it's possible it would be cool. Also, item seems pretty OP, but in a good way. I think quelling blade is something a lot of heros should get, but they dont because it takes up a slot. In that sense, very utilitarian. Good idea!
