I got a Dota 2 gift with the intention to give it to my friend, when I got it it was not restricted but days later the invite became restricted. How restricted has this gift become? Because the listed countries it is not restricted to seems to be truncated and incomplete and I can't find a complete list on the web. My main issue though is if it is viable to be used in the Philippines.

I think you should have your friend try to install it and find out first.
