You should be going for Battle Fury when you anticipate the game to go late or when you're against heroes that stack together, for example Meepo, or heroes that depend on illusions to be effective, for example Phantom Lancer and Naga Siren.

Going for Mask of Madness should be done when you want to farm quickly and also fight whenever your Chronosphere is up in the earlier stages of the game. It will greatly increase the damage output of your basic attacks and will proc your bashes more often. Using them together should secure you at least one kill if there is no enemy heroes outside the Chronosphere to disable you. Take a look at the enemy team and try to imagine what you could achieve in a single well-placed Chronosphere if you had Mask of Madness in your respective game time. It's also really strong against heroes with low armor such as Lion, Ancient Apparition, Monkey King and so on.
