Now this is by far one of the greatly designed ones, although I gotta say it takes out a page from League's champs (that being Jhin and Graves) but I digress this is Dota, not league so I'll try my best to critic this on a Dota perspective
Ok so to the abilities
Q: Now on the Q I really don't have much to say, quite balance and all, although due to the fact its a supplementary ability (an ability that without it another ability will not function e.g Necromastery and Zeus' Thunderbolt) with that in mind I do think the innate is useless with this ability because yes the innate is good (its A+ in my book in fact) but the innate's internal cooldown is non existent with this ability at max, so basically in the late game you'll just nerf yourself because throught it all you have a breather every 5 shots. For me reword it makes it so that every KILL gives a change to your innate not just hit.
W: Now this is fairly new before but then Shadow Realm of Dark Willow was introduced and I think that is more interesting. Now, this can be greater if this happens, what if and Idek if you'll like it you can circumvent your innate's downsides while this is active? basically, you'll be the first ever hero to ever right click while Ethereal, now I know "So basically you are invincible?" you may say nope the good way to make it balanced make all your attacks during that time magical and you won't have your attack modifiers(like Deso or Skadi) and you have 60% Magic Vulnerability? or maybe it's like Dark Willow where you'll still end the duration earlier but instead, the attack that will break it will have the total damage of all the 5 charges of your innate. Because really this is like Necro's W and Windranger's E with a little spice of Pugna's W,
E: Now this by far for me is the weakest and for me, the most boring out of all, remember we already have this ability, this is Basically Centaur's Return with the Return aura talent and that is by far better and more interesting. Now one could say yeah there's a lot of heroes that have boring passives like invoker's Quas,Wex and Exort, cause basically, they are just stat boosters but they are interesting because all of them with the right combination gives Invo his multiple abilities. Now my answer to this is trying to do make it so maybe you'll have a chance to multishot or maybe something like Geminate attack? where you'll basically deal a crit because the target felt your attacks twice.
Innate: A FREAKING PLUS NOT GONNA SAY ANYTHING AGAINST THIS THIS IS SUPER COOL
R:Now, the R is kinda freaking neat I say, I do see her get Solar Crest as a situational with this neat and all.
Overall: Now this hero is great with the Innate around, the innate is it's saving grace when it comes to hero's design, now I do think this can be improved by just making one thing: Focus all her ability to have some form of bond with the innate. That is your "star ability" (an ability of which when spoken of the specific hero who has it will first come to mind e.g Meat Hook of Pudge, Cleave of Sven and Necormastery of Shadow Fiend) now play with that either directly or indirectly, because seriously if without that innate, the only good ability this hero has is the ult.

For Q, I have a hard time understanding your argument. Yes, it's dependent on the innate, but you always have access to it so where's the problem? I'm not gonna consider Ability Draft. Yes, assuming that hitting 5 units is trivial it's basically equivalent to 5 free attacks every 12 seconds (which is on par with Ursa's Overpower). If you're saying that this is OP then I get the argument, but in no way does it make the innate useless.
For W, what I meant is that if you attack during Shadowform it is canceled. Another way of doing this is to simply have a subability that cancels Shadowform for you and everyone you've run through. I think that having Shadowform end on attack instead is more convenient. Did you read the notes of the ability. I try to explain the specific ability interactions there.
For E, while I do agree that it doesn't have anything to do with the rest of the concept it's still not as boring as you make it out to be. Return Aura only applies to heroes whereas this applies to all allied units and most importantly, works on spells. The biggest thing about E is that it discourages usage of aoe abilities, sonething that no other ability in dota does. For example if Nature's Prophet summons 2 sets of trees (10 treants) and an aoe ability is used to clear those trees 200% of it's damage will be returned to the caster. Ofc, this is the weakest of the abilities imo, but it's still an interesting ability stand alone.
As for you suggested replacement, Q is already an excellent right-click ability and I'm afraid of stacking even more burst on top of it.
For the overall I agree with you. E is basically a filler ability until I come up with something that fits with the innate. Don't know if you realized that the intended use of W is to wait for Bolt Charges to replenish. As I mentioned before, attacking cancels the effect which allows for a custom duration of Shadowform. My argument on the Q is simply put with the Q at max, you basically don't need to have the innate's charge cooldown because just one hit on 5 units will fill it up again. Kinda like the Old Clinkz R where when you are about to lose the bonuses you'll just need another creep and that's it. So basically the innate's charges won't matter in the later stages of the game

Still don't get it. If you attack 5 times, cast Q and attack another 5 times then you're out of Bolt Charges. It's like saying that Ursa's Overpower is overall a useless ability because I don't intend to attack atm.
