This is my idea for HCC , hope you guys like it :)
Lore ;
Hectus is an orphan. Hectus' family was already dead before
he was born. It was at the night that he was discovering the death of his family in a Haunted
Mountain, he found nothing but the Sacred Goblet and Drank water from it.
Suddenly, a great power possessed within him.
A year has passed, His village, Aza'krak was under attack. Dire Warriors almost kill everysingle
inhabitant . With his great anger, Hectus casted a spell,suddenly a Devastating Light came from the Sky,
Blasted every warriors and make them Repelled. Afterwards, he alleviate everybody from dying.
With his great Power, the inhabitants called him The Light Emperor.

Hectus reads enemy's mind , Disrupt their soul and Amplify the damage taken from attacks.
Hectus Casts an Holy Aura that Protects him and his Allies.
Grants 2/3/4/5 Armor Aura for Hectus and His Allies

Hectus' channels the Power of Light to strike targetted area from the Sky
Slow : 50% (The slow decreases over time.)
Slow duration : 4s
Cooldown : 120/80/60
Mana Cost : 200/250/300

Damage : 250/350/450
Channel Time : 1.5s
[If used both on enemy and allies, will Purge every purgable debuffes on team
while on enemy, it'll purge every buffes, slow them and apply a ministun that pierces spell immunity(0.1s)]
[Aghanim's Scepter] Upgrade:
Reduced SS mana cost to 100/150/200 , Reduced Cooldown to 80/60/40
Talent Tree:
Level 10 : +25% XP Gain or +200 HP
Level 15 : +25% Damage Dealt Healing Touch or +60 Gold/min
Level 20 : +40 Movement speed or +2s SS slow duration
Level 25 : Cast Soul Disrupt on Purifying Light or +10 Armor aura

This Hero's Supposed to be played as a Position 4/5
With Hectus' ability to heal, Hectus' is great to be played as a babysitter.
His Healing Touch at level 1 is enough to disrupt enemy's offlaner.
His Purifying Light is great for counter initiation or even to initiate the war.
In my opinion hero himself looks very weak in comparison to some heroes like Invoker, Sven , etc.
I think you should play a little bit more with the numbers like dmg, radius and percentage, just to make the hero strong and playable. Its better when a hero is strong at a first glance (even overpowered) than just straight up weak. I would also change the aghanim effect because mana cost and cooldown reduction in these small numbers is just not worth for 4200 gold. Maybe change it to something like damage and slow will go through spell immunity. I know that seems maybe a bit OP but thats a start and you can balance it afterwards.
And I think you should tell us much more about his lore because to me it looks too forced like "hey, here's what this hero is about, and that's it". Add some meat to the bones. We are interested in heroes because of their nature, motives, etc. Maybe you could write like how would he contribute to the battle.
But this is just my opinion, because to me this is a raw hero that needs much more work, and if you will keep updating this post he might become an actual interesting hero concept.

Agreed on this one, remember don't be afraid to make your Hero OP, that way its easier to balance (for more reference see Changelogs of Monkey King) also finally somebody cares about lore and stuff. And I agree too that the hero's abilities are just bland and there are heroes that already does what this hero does namely Omniknight, Pugna and Shadow Demon, the core concept is good but I think this can be made better, add some unique thing that will differentiate him from those 3 because if not, might as well play those 3 right?
Agree with the others. I would, however, say his weakest abilities are his w and his e. His w is completely bad; it should have some other effect to make it useful in the early game. His e is just boring.

I don't know why people loves OP heroes,IMO Those skills are great and fairly Balanced. :/
Well not really love, we just prefer something too good so we will have some insight and we will see what can be done right, its kinda like a new car, you test drive that to see if the engine does work properly and if there is a problem you will fix it.
despite its fast cooldown and uptime maybe you need to upgrade (W) because its very weak its similar to chen's Q just way weaker without slowing effect components. but if you really insist to leave it like that ill suggest to reduce the Mana cost. adding crowd control effects will be good. im fine with his E its remind me of old Sven (E) aura :D and that was not to bad to have physical protection for entire team its just yeah, boring :D may be a little additional effects will be more atractive such a maybe increase its number value if there are more allies or enemies heroes nearby i dont know man you decide. and maan his ult so terrible i know its meant to debuff/dispell but its waaaay too long cooldown, small AoE, low damage. i love melee support man, like Omniknight
