Quelling blade is horrible on ranged heroes. With the tiny damage amount it gives, you may as well buy double slippers of agility. the +6 agility is basically the same damage increase as the quelling blade, and it gives you better harass (since quelling blade only affects creeps). AND you can build it into a poorman's shield if ur getting harassed or turn it into a wraith band.
Skill build is bad as well, at level 5 you should upgrade Poison to lvl 3. This is a huge deal because at lvl 3 there is 0 cooldown on it, meaning you can constantly use it to chase down an enemy early game. I also don't agree with perserverance. As a Viper you aren't that mana dependent. It's much better to build a Vanguard for extra health and tankiness.

I'd love to see someone actually carry or do DPS using this build.
