Normally in competitive, most people would level Freezing Field whenever they can (6,11,16) because of how useful it may be in any early team fights. And generally Crystal Maiden is a hero who doesn't get as many levels as other heroes so by the time your level 6, everybody else may already have their ults and team fight abilities. I understand it costs lots of mana but most people in comp always level this.

I've seen it go both ways. Obviously there are pros and cons, and lineups contribute massively to teamfight timings. I find myself using her ult after the initial stuns and burst have been thrown to increase my survivability. Many times staying mobile and well positioned will have greater benefits. If your team has a significant aoe lockdown like black hole or ravage, definitely go for ult at the standard levels.
