An early point in return is very good for the lane presence that it offers him. It makes trading hits favor him alot more.

If U are implying that Tranquil Boots should be changed to other boots and urn picked as a core item every time, I would disagree, because:
1. Tranquil Boots give U more movement speed than any other boots for the price (low price means u get finish them faster than other heroes finish their boots) and help you to outrun your victim even before lvl 6 and position yourself better for hoof stomp often resulting in firstblood.
2. Tranquil boots heal doesn't need any charges, and they give u passive hp regen which means u can harass your opponents/farm easily with double edge.
3. Urn is not that cheap if u consider that you need to buy recipe and mana regen mask (cent barely needs any mana regen items, because his spells are so cheap and supports usually get mana boots), so it delays sange. Its still a nice item and should be piked if U don't get much gold or die very often, esp if no one already has urn in your team.

Dude that's so ironic that you're going for a Strength build but you put Urn of Shadows in optional when it gives Strength, has almost no cooldown, heals 150 more, and costs 100 less than Tranquil Boots, and.. dang. If you want strength, put in an urn. xD You should have no problem getting charges as a complete tank/ganker.
