This will make a targetable artic blast to any allied and enemy units. If it were to be target to an allied unit, the unit will recieve no slow effect. Im my opinion, this will be a good defense mechanism if targeted to a tower unit or ancient.

By targetable you mean you target an area rather than it being centred on your hero? It's an interesting idea but the strength of the item really depends on the passive benefits of the item I think, since usually tanky heroes pick up a Shiva's and they don't mind being in the middle of everything.

Could be nice depending on the numbers and stuff.

no, I think he means targeted on an allied unit, so the blast centers around an ally.
