Summary :
Bernard, the Diplomat is a intelligence support melee hero whose bread and butter is giving buffs to his ally while also punishing his enemies at the same time. Peace accords causes him to disable any damage output of both friend and foe but punishment is harsher on enemies, Embargo cuts experience and gold gain by a hero while Versailles completely reduce any damage based core and carry to nothing. Finally his ultimate lets him declare a state of war on an enemy giving his teammates various buffs against the hero.

Declares a war on an enemy hero causing them to have debuffs based on the state of the enemy hero being attack.
Surprise War
Surprise War will occur if the enemy targeted has not yet been attack in anyway by allied heroes in the last 6 seconds. Any allied hero who attacks the affected target gets a maim chance of 15%/30%/45% (maim values are same as Sange and Yasha) and have 40%/50%/60% accuracy dealing bonus 60/70/80 pure damage.
Formal War
Formal War will occur if the enemy has ben already attacked by an allied hero in the last 6 seconds, at this state any ally who will attack the enemy by any means will have their damage be returned as health by a rate of 20%/30%/40%, the range (both attack and cast) and attack speed against the enemy is also amplified by 100/150/200
