He said item-independent, so support heroes like Crystal Maiden or Lich are what you're looking for. They can generally be useful early-mid game without items due to their powerful spells.

I agree with Dr. D, though support do need items like Mekansm. Also, nukers, especially Lina and Lion.

Certain supports don't "need" Mek by any means. It's a great item to have, but it just irks me when I see a Crystal Maiden skip out on warding and rush a Mek.

I'll try to explain this as best as I can, but some support heroes that are more seen as babysitters are entirely item independant. These include but are not limited to: Crystal Maiden, Lich, Vengeful Spirit, and Venomancer. These in particular really require nothing more than their abilities to be of use to the team. A bracer never hurts to keep them alive. But other than that their core will simply consist of warding.

imo I think VS is the least item-dependant hero because of her skills.
I think Crystal Maiden needs a force staff or blink dagger to execute a proper initiation, whereas VS can suicide swap making a teamfight THAT much easier (Despite the lack of the 36% bonus dmg)
She can also lead some pretty nasty smoke ganks with her devastating stun and armor reduction
