So I recentley started playing Dota2
now when I try to target a enemie in bot game I only see a blue ping..
and i cant use Q W E R just nothing happens!!
please help me

You can go to Settings and there you can set your key bindings .

You have Ability 1 2 3 4 5 6

Set them to Q W E R for the basic four spells and D F for the additional spells.

Also, Inventory 1 2 3 4 5 6 set to 1 2 3 4 5 6 if you want the key bindings easy. Like in League of Legends for example.

are you holding alt when you're clicking, if the blue ping appears that means you are using the shortcut to ping on the map.
