Kudos to having a unforced synergy, the way the abilities are explain already makes a good premise of what the hero's role is and what he/she can do. Would be great to see a lore tho.
Shields Up! gives me a lot of Warcraft 3 nostalgia, though I noticed the reduction values seems weak. Since you're also losing the ability to attack, I suggest 24/31/38/45% damage reduction, but with a 22.5% MS slow to balance it out and make it situational... makes it a bit closer to the human footmen's Defend ability. :)
There's not much I can say with Impairing Swipe, just an minor rescaling of values. I think 275 Radius, 3.25 Duration, 18/22/26/30% Slow, 100/105/110/115 Manacost and 13.5/12/10.5/9 Cooldown would make him more threatening to face, even at early levels.
Heavy Charge seems like a DK's Shield Bash and Magnus' Skewer mixed together, but it's fine by me. Can only think of rescaling the damage or cooldown, if you wanna keep the stun value. Like 65/105/145/185 Damage or 21.5/19/16.5/14 Cooldown.
His ultimate, Unyielding is promising, but the duration's kinda small. I think you need to buff this and rescale certain values like... 1.7/2.2/2.7 second Duration, 145/190/235 Manacost, and 145/125/105 Cooldown.
All of this would slightly increase the viability of his skills, give him more priority to target in teamfights.
Also, increase your level 25 talents' potential. Most of the heroes' talents in level 25 are meant to make the game end quicker. The average gametime of Dota 2 before talents, lane creep changes and armor value equation change are around 1HR to 1HR+10MIN. Afterwards, it reduced to 45-55MIN.
Overall, good hero concept but needs a bit of a buff I think. Otherwise, it's all good... I love a hero using shields pretty much.
