Braxton's Agility at 25 is 68.9, his base damage is 23, his ultimate provides 200 damage, and his Q gives him 80% more damage (not counting spells being cast on him). With E he gives 36% of that number in primary attribute to allies. For strength heroes that's 22.5 extra HP per point.
22.5(0.36((68.9+23+200) + 0.8(68.9+23+200))) = 22.5(0.36(291 + 232.8)) = 22.5(0.36(523.8)) = 22.5(188.5) = 4,242
Maybe my math is off or there is some kind of restriction you have on the skills that I missed but it seems far too strong.
As for the skills themselves, I'm mostly worried about W being used to grief allies. Whether you cast it on allies to get them killed or on enemies near your supports to get them killed it feels like a lot of people would use the skill to be toxic. And skills that enabled toxicity tend to be a little anti-fun.
