Mortred is a ****ty hero regardless of items. Also, Atlas' comment is dumb.

Usually before unless the enemy lineup miraculously significantly lacks in Magic damage or Magic stuns (i.e. 5 carries). Phantom Assassin can't really do anything versus stuns or Scythe of Vyse without Black King Bar, she just gets blown up.
