Before we start off, I wanna ask: Does Counter Helix proc on illusions?
Now, I don't like your skill build If you're going as a jungler, maxing Culling Helix first is your main priority so you can clear neutrals faster. Battle Hunger is next so you can boom people with it. Lastly, getting Berserker's Call. Call isn't that effective in jungling so it should be left last.
Yes. I agree that if you want purely to clear neutrals faster, Counter Helix is better which I mentioned in the video guide but I prefer to gank and harass with Axe as well.

Blink dagger is the best item for initiation but isn't so great in prolonged engagements or for escaping. Axe really needs some sort of escape mechanism hence the shadowblade/force staff.
