I personally think that Upheaval is THE MOST UNDERRATED skill in DotA. The AoE and slow is incredible! My warlock skill build often has 1 level in fatal bonds, max heal and then max upheaval, getting my ultimate when I get the chance.
Starting team fights with Fatal bonds, followed by your ultimate, followed straight after by Upheaval means that you can really turn any time fight into mince meat in the first few seconds.
i dont think that we have to take the upheaval skill soon at lvl 10, 12 13 14 because it is a quite useless skillof warlord, it make warlord do nothing in a while. It is better to raise his ststs before take that.
I do not think refresher should be core. It's too expensive and the money could be spent on more supportive items. Mek or Pipe should always be fit in before either Aghas or refresher. And that is still second priority to wards that you don't mention either.
I get your point ConMasterFlash, but this is supposed to be a guide not for play as support or i would have changed the skill priority order and items.
Usually by the time I get to level 11, with a couple of enemy kills I manage to get my hands on Aghanim's Scepter and Refresher Orb. Its true that there is a 3 minutes cooldown , but when you can land your combo you can push the lanes pretty hard, getting usually near the enemy base and sometime managing to destroy a tower too.
As a support hero it will take you all game to farm up a aghanims and refresher orb. If you are stuck in a farmless role like your guide implies you are better off getting team support items like mek and drums.
And Im not a big fan of aghanims on warlock in general. Its alot of money spent to upgrade a skill you can use once every 3 minutes.
I've tower dived a warlock so many times only to have him cast that heal on himself. It really tricks you since it's not an instant heal, so you hit him and he remains at low HP, leading you to keep on chasing him. -_-

You should make note to ALWAYS use Fatal Bonds prior to using Rain of Chaos. I've seen far too many warlocks lose almost all the damage they could have done using their ultimate and winning a team-fight by not using that before their ultimate.
