The reason that I don't include Armlet with "core" and instead leave it as "situational" is that I consider a core item something you'd get 95% of games, regardless of circumstance. Drums/BKB are "core" items to me while Armlet is something I'd get if:

A) my early game farm allows me to get it without putting off my BKB
B) There isn't a pressing need to get a BKB (i.e. a team of four carries who don't have any real lockdown)

I love Armlet on CK and I think it's a very strong item that you'll typically want on CK, but I don't think it has the same designation as items such as Drums/BKB. If anything it deserves it's own special section labeled "common item" or something of that sort.
